Texas IRS plane crash - terrorism?

I was reading about the Texas IRS plane crash, watching people debate whether it was an act of terrorism, and just realized we don't even have an exact definition for the word.

The White House said "the crash did not appear to be an act of terrorism" though.

Ironic.
